NATO allies are inching closer to sending troops into Ukraine to train Ukrainian forces, a move that would be another blurring of a previous red line and could draw the United States and Europe more directly into the war. As a result, Ukrainian officials have asked their American and NATO counterparts to help train 150,000 new recruits closer to the front line for faster deployment. So far the United States has said no, but Gen. Charles Q. Brown Jr., the chairman of the Joint Chiefs of Staff, said on Thursday that a NATO deployment of trainers appeared inevitable. For now, he said, an effort inside Ukraine would put “a bunch of NATO trainers at risk” and would most likely mean deciding whether to use precious air defenses to protect the trainers instead of critical Ukrainian infrastructure near the battlefield.

CNN —A few weeks ago, I gave the keynote speech at an inaugural conference on Black literacy exploring what the organizers called an “alarming literacy gap” between Black students and their peers. The White students even had their prom at the local country club while the Black students’ prom was held in the school gym. And since schools with high numbers of poor Black and Brown students tend to be drastically underfunded the correlation between poverty and lower academic achievement is hardly surprising. More than two-thirds attend schools in which only a minority of students are eligible for FRPL, schools where better funding and opportunities mean better outcomes. Research shows that integration raises the attainment levels of all students — not just those who are Black, Brown and poor.

The Supreme Court on Wednesday temporarily reinstated a congressional map in Louisiana that includes a second majority-Black district, increasing the likelihood that Democrats could gain a House seat from the state in the November election. The order was unsigned, as is the Supreme Court’s custom in ruling on emergency applications. It came in response to a challenge to a lower-court decision that had blocked the map drawn by Louisiana’s Republican-controlled Legislature, deeming it a racial gerrymander. The justices said that their decision would remain in effect pending an appeal or a ruling by the Supreme Court. Justices Sonia Sotomayor and Elena Kagan did not explain their reasoning, but Justice Ketanji Brown Jackson, in a dissent, wrote that she believed the court had intervened too soon.

To do this, they used detailed sets of tree ring records from thousands of trees across nine regions of the Northern Hemisphere, including North America and Scandinavia, but excluding the Tropics which lack good tree data. While the study can place the extraordinary Northern Hemisphere heat into historical context, it cannot be applied on a global scale, Esper said.
